This helps to reduce the running costs of the Highway Traffic Control System by minimizing travel time to the hydraulic station and reducing the number of vehicles that need to be backed up to the control station.

The hydroelectric system of a hydro-mechanical highway guardrail machine includes three units that are mounted on the same frame, which are known as the outboard engine (OE), inboard drive unit (IDU) and the cutting unit (HC). The OE and IDU are mounted on the rear of the frame in such a way that the pressure of the water that flows over the OE and IDU causes the rotation of the blades of the outboard engine. The pressure of the water over the OE and IDU causes the blade rotation, which, in turn, cranks the motor to action and produces the movement of the machine. The cutting unit (HC) is mounted on the front of the frame in such a way that the force of the water flowing over it and the engine cranks the blade of the HC into action. The hydro-mechanical system requires a continuous supply of water for the OE and IDU to work; and the hydro-mechanical system must allow the machine to be idled for any maintenance work or to be restarted if necessary.

A Highway Traffic Control System (HTCS) consists of a number of units that include: an inboard controller (IEC), an outboard engine (OEM), the hydro-mechanical system, and the Highway guardrail machine. Each of these units require separate components, each of which is made by different manufacturers and of varying specifications. To ensure optimal performance of the entire HTCS system, it is important for a manufacturing shop to purchase the OEM, or "Original Equipment Manufacturer", part and the latest model/application of the hydro-mechanical system, as well as the latest model/application of the OE and IDU. This will help to ensure optimum performance of all the components.
